About the Author
Harvey S. Rosen is the John L. Weinberg Professor of Economics and Business Policy at Princeton University. Professor Rosen, a Fellow of the Econometric Society and a Research Associate of the National Bureau of Economic Research, is well known for his contributions to the fields of Public Finance, Labor Economics, and Applied Microeconomics. Ted Gayer is an associate professor at Georgetown University's Public Policy Institute. He is also an adjunct fellow at the Public Policy Institute of California and an adjunct scholar at the American Enterprise Institute.

International version is the same as the regular book.

I bought this version of the book (the international version) because it's way cheaper than the regular textbook. I was a little worried that it might be different than the original. I checked out the regular version from the library earlier today and sat down with both books side-by-side. I couldn't find a single difference between the two books except for the cover and the binding (paperback vs. hardcover). Looking at the detailed table of context, everything appears to match exactly (even page numbers), and every discussion question (at the end of each chapter) that I looked at was exactly the same.
In other words, buy this version and you get the same exact textbook in paperback form and save lots of $$$.

The book provides students with a broad-based and technical overview of public finance and municipal bonds as well as a thorough understanding of the business aspects of public finance. This book satisfies a general need in the field of public finance, with in-depth analysis.
it also provides readers with the knowledge required to understand government operations in relation to the market economy. In theory of supply and demand, students explore the pricing mechanism, price elasticity, and the effects of price controls on markets. Efficiency is examined in connection with competition and again in connection with equity, and market failure is considered as a reason for government intervention. Cost-benefit analysis is examined in the context of selecting among public investment alternatives. The Book also assists students in addressing issues connected with local public goods and economic development.
Overall, one of the best Books available in Public finance!

Only one real problem with this text is that the text is semi-visible through the backs of the pages. I am not sure if this is a problem only with the paperback version, but you get accustomed to it and stop noticing after reading for a while. Overall, though, the paperback version is great and I would definitely recommend it over the hardback due to its lower price.
As for the book itself, it is clear the authors tried to be unbiased, but they are too conservative for my taste, which, in my opinion, detracted from their analysis of health care, social security, and other topics discussed in the book. The analyses in the book are good overall, though, and the book is very accessible.
